Industrial machine supplier for Quebec manufacturers
Supplying machines to Quebec plants: RBQ electrical approval, French labels and manuals under the Charter, spring thaw freight and key sectors.
Titan Group Equipment supplies industrial machines to plants across Quebec from its office in Dorval, on the Island of Montreal. Three provincial rules shape a Quebec order from the first quote: the machine's electrical equipment must be approved under the rules of the Régie du bâtiment du Québec (RBQ), the inscriptions on the machine and the documents that come with it must be available in French, and heavy deliveries have to respect the spring thaw limits on Quebec roads. Quebec's manufacturing base
The Institut de la statistique du Québec (ISQ) reports manufacturing revenues of about $219.9 billion for 2023, down 2.6% from the year before. Three administrative regions produced 55.7% of that total: Montreal (27.0%), Montérégie (16.3%) and Chaudière-Appalaches (12.4%). The federal Job Bank profile for 2025 puts manufacturing at 11.2% of Quebec employment, about half a million jobs, and ranks the largest subsectors by employment:

A sheet metal subcontractor typically starts with an enclosed 3 x 1.5 m laser such as the Trumpf TruLaser 1030 fiber and a mid-size CNC press brake. A furniture or cabinet plant is more likely to pair a nesting cell like the Biesse Rover Multi Go N G with a single-sided edge bander. Food processors bringing packaging in-house tend to look at roll-fed thermoformers for trays, lids and containers.
Electrical approval under the RBQ
The RBQ states that all electrical equipment used in an electrical installation, or intended to draw energy from one, must be approved for its intended use, and that unapproved equipment may not be sold, rented or installed in Quebec. It recognizes two routes to approval:
- Certification by a body accredited by the Standards Council of Canada (SCC), which tests the equipment against the applicable Canadian standards and applies its mark. The RBQ advises looking for the small "c" at the 8 o'clock position of the mark, which shows certification to Canadian standards.
- Special evaluation for specialized equipment or equipment produced in limited quantities. An accredited inspection body checks the equipment against CSA SPE-1000 and applies a custom label. The RBQ describes this evaluation as taking place at the manufacturer's plant, so for a machine built in Europe or Asia, where and when it happens belongs in the project schedule.

French on the machine and in its documents
Article 51 of the Charter of the French Language requires that any information on a product, on its packaging or in a document that accompanies it be in French. The Office québécois de la langue française (OQLF) lists instruction manuals, user guides and warranty certificates among the documents customers are entitled to receive in French, and notes that the rule applies to products sold wholesale as well as retail. Another language can appear alongside French, but it must not be predominant.
The Charter was amended by Bill 96, and the Regulation respecting the language of commerce and business, published on June 26, 2024, added requirements that took effect on June 1, 2025. The OQLF explains that generic or descriptive words in a trademark shown on a product must now also appear in French, while the brand name itself can stay in another language. Some products manufactured before June 1, 2025 can still be sold until June 1, 2027, under conditions the OQLF sets out.
For an industrial machine, this becomes a practical checklist for the order:
- Nameplates, warning labels and control panel legends in French, or bilingual with French at least as prominent.
- Operator, maintenance and safety manuals, and the warranty document, in French.
- A French interface on the CNC or HMI where the manufacturer offers one. How the Charter applies to a particular machine's software is a question for the OQLF or your legal adviser, so raise it before the order is placed.
The OQLF suggests asking suppliers for French packaging, inscriptions and documentation at the time of ordering. We put the same question to the manufacturer, and what exists in French for a given model is confirmed in the quote. As of 2026 these rules are still being applied and interpreted, so confirm your own obligations with the OQLF.
Getting the machine onto your floor
Machines from Europe generally cross the Atlantic to the Port of Montreal or to Halifax, then continue by rail or truck; machines from Asia land on the west coast and cross the country, or come in through eastern ports. Inside Quebec the last leg is usually a flatbed or lowboy, with a rigging crew for unloading and placement. Spring is the season to plan around. The Ministère des Transports et de la Mobilité durable reduces the loads allowed on heavy vehicles during the thaw period, zone by zone. Zone 1 covers southern Quebec, including Gatineau, Montreal, Sherbrooke, Trois-Rivières and Quebec City, and extends to Rivière-du-Loup; zones 2 and 3 cover the regions further north. In 2026 the limits were lifted on May 22 in zone 2 and on May 29 in zone 3. A heavy press brake or plate cutter booked for late winter may need a different date or a split load.
Programs worth checking
Canada Economic Development for Quebec Regions (CED) runs a Regional Tariff Response Initiative for Quebec businesses exposed to tariffs. As of September 2026 it was accepting applications. Its pivot projects stream lists productivity improvements, process modernization, equipment adoption and automation among eligible activities, and applicants need at least $1 million in annual revenue and must have been viable before March 21, 2025. Questions and answers
Does an industrial machine sold in Quebec need CSA certification?
It must be approved, which the RBQ says can mean certification by an SCC-accredited body such as CSA Group, or a special evaluation to CSA SPE-1000 by an accredited inspection body that applies a custom label. A CE marking on its own does not meet the requirement.
Do machine manuals have to be in French in Quebec?
Yes. Article 51 of the Charter of the French Language requires information on a product and in accompanying documents, including instructions for use and warranty certificates, to be in French. Another language may appear alongside, but not predominantly.
What changed for product inscriptions on June 1, 2025?
