CSA approval for imported machinery: marks and field evaluation

How imported machines get approved in Canada: CSA, cUL and cETL marks, SPE-1000 field evaluation, provincial enforcement and what to ask suppliers.

In Canada, a machine's electrical equipment has to be approved before it is connected. That means it carries a certification mark from a body accredited by the Standards Council of Canada, such as CSA, cUL or cETL, or a field evaluation label applied under CSA SPE-1000. A CE mark on its own does not satisfy provincial electrical rules.

Why a CE mark or a US listing is not enough

Machines built for Europe carry a CE mark, the manufacturer's own declaration against European directives. Canadian electrical rules do not treat it as approval. Machines built for the United States often carry a listing, but a listing to US requirements only does not cover Canada. What inspectors look for is evidence that the equipment was assessed to Canadian requirements by an organisation accredited to do that work.

The rule is enforced province by province, and the wording is direct:

  • Ontario. The Electrical Safety Authority (ESA) states that an electrical product must be approved by an accredited certification or evaluation agency before it is used, sold, displayed or advertised for sale, under the Product Safety regulation (O. Reg. 438/07). ESA also warns that installing and connecting unapproved equipment is illegal and can lead to prosecution.
  • British Columbia. Section 21(1) of the Electrical Safety Regulation requires electrical equipment to bear a mark or label from a certification or inspection body accredited by the Standards Council of Canada (SCC), or an approval label such as an SPE-1000 field approval. Technical Safety BC explains this in a bulletin last revised in May 2024.
  • Other provinces, including Quebec, apply comparable requirements through their own electrical safety authorities. Ask the authority where the machine will run what it accepts.

In practice, the electrical inspector who checks the new supply to the machine is often the person who asks for the mark. An unapproved machine can sit disconnected on your floor until it is sorted out.

The marks you are likely to see

SCC accredits certification bodies, and each body applies its own mark. ESA's list of recognised marks includes, among others, CSA Group, UL (for Canada), Intertek (ETL), TÜV Rheinland, TÜV SÜD, Bureau Veritas, DEKRA and SGS. Several of these marks come in versions for Canada, for the United States or for both, so check that the version on the nameplate includes Canada. Technical Safety BC notes that accreditations and markings can change without notice and points readers to the SCC website to confirm current status.

A cUL or cETL mark is not a lesser approval than a CSA mark. Provinces accept marks from any SCC-accredited body. What matters is that the mark covers the complete machine, or the specific unit, for Canada.

Large manufacturers that sell a lot in North America often offer certified versions of their main models. Specialist machines, such as many paper cup, paper bag and thermoforming lines, are more often approved one unit at a time. Catalog data shows why the question comes up: the Gweike LF3015LN II is listed at 380 V, and the GtmSmart HEY11 at 380 V and 50 Hz, so both need a Canadian electrical package and an approval route agreed before they ship.

How field evaluation under CSA SPE-1000 works

CSA SPE-1000, the Model Code for the field evaluation of electrical equipment, sets construction, marking and test requirements for evaluating a specific piece of equipment when certification is impractical or not available. The evaluation is carried out by an inspection body accredited by SCC. ESA lists the agencies it recognises for SPE-1000 work, including its own ESAFE service, CSA, Intertek, LabTest Certification, Nemko, the Quality Auditing Institute and UL of Canada. The label applies to that serial number only, not to the model.

A typical sequence looks like this:

  1. Document review before shipping. The evaluator receives the electrical schematics, the bill of materials with ratings and marks for each component, the nameplate data and the manuals.
  2. List of deviations. The evaluator flags items that do not meet Canadian requirements, such as components without a recognised mark, missing markings or protection that does not match the supply.
  3. Corrections. Parts are swapped and markings added, ideally at the factory, where it is faster and cheaper than on site.
  4. Site inspection. After installation, the evaluator inspects and tests the machine as installed and applies the label.
  5. Records. Keep the report and label details with the machine file. Inspectors and insurers may ask for them.

The effort depends on how many components need changing, whether changes are made before shipment, how many machines are evaluated in one visit and how far the evaluator travels.

Factory choices that make approval easier

  • Order the machine for Canadian supply, usually 600 V at 60 Hz. Our guide to 600 V power for imported machines covers the options.
  • Ask the manufacturer to use components that already carry Canadian-recognised marks: drives, contactors, breakers, power supplies and cable.
  • Ask for a nameplate that states voltage, phases, frequency, full-load current and short-circuit rating, plus complete wiring diagrams.
  • Ask for warning labels and manuals in English, and in French for machines going to Quebec.

Electrical approval is not the whole picture

The mark or label deals with electrical shock and fire hazards. It says nothing about guarding, noise, laser radiation or fume. Those fall under provincial occupational health and safety rules, and some provinces require a documented review of certain new equipment before it starts up (Ontario's pre-start health and safety review is one example). Questions to ask any supplier

  • Which mark does the complete machine carry, and does that mark cover Canada? What is the certificate or file number?
  • If the machine is not certified, who arranges the field evaluation, and is it done before or after shipment?
  • Which components lack Canadian-recognised marks, and will they be replaced at the factory?
  • What voltage and frequency is the machine built for, and was that configuration the one evaluated?
  • Who pays for changes if the evaluator or the inspector asks for them on site?

Is a CE mark accepted for machinery in Canada?
