Food packaging and disposables manufacturing in Canada

How Canadian converters make paper cups, plates and thermoformed containers, how federal rules shape the product mix, and a line-up by plant stage.

Food packaging converters turn PE-coated paperboard, kraft paper and plastic sheet into cups, lids, bowls, plates, lunch boxes and clear containers for food service and grocery. Each product family needs its own forming machine and moulds, so most new plants start with one product line, prove the market, then add sizes, double-wall cups or thermoforming.

Who buys and what they buy

The customers are coffee chains and quick-service restaurants, caterers, grocery and bakery departments, institutions, and the food service distributors who supply them. They buy by the case and reorder constantly, so supply reliability and consistent quality count as much as price. Typical product families are:

  • hot and cold paper cups, single or double wall, with paperboard or plastic lids;
  • soup, noodle and salad bowls and folded lunch boxes;
  • paper plates and trays;
  • thermoformed PET and PP clamshells, trays, lids and cups;
  • paper straws and paper carry-out bags.

How federal rules shape the product mix

The Single-use Plastics Prohibition Regulations ban foodservice ware (clamshells, lidded containers, boxes, cups, plates and bowls) made from or containing expanded or extruded polystyrene foam, polyvinyl chloride, carbon black or oxo-degradable plastic, along with plastic checkout bags, cutlery, stir sticks, ring carriers and most plastic straws. Environment and Climate Change Canada (ECCC) lists December 20, 2022 as the date for the manufacture and import ban, December 20, 2023 for sale and December 20, 2025 for export. The Federal Court of Appeal upheld the underlying listing on January 30, 2026, so the rules remain in force as of 2026.

Paper products and clear PET or PP containers are not on the list, which explains the shift toward paper cups, bowls and straws and toward thermoformed containers in allowed resins. Two other federal points affect a plant. Health Canada assesses the chemical safety of food packaging materials through voluntary pre-market submissions and issues an advisory opinion on their acceptability, so ask your board and resin suppliers what food-contact documentation they can provide. And organizations that place 1,000 kg or more of plastic packaging or products on the Canadian market in a year report to the Federal Plastics Registry, currently for 2024 to 2026 data.

Where the industry is

Statistics Canada data published by ISED counts 599 establishments in converted paper product manufacturing (NAICS 3222) in 2025, 404 of them with employees. Ontario (281) and Quebec (185) hold more than three quarters of the total, with British Columbia (59) a distant third, and nearly four in five employers are small or micro businesses. Process flow for a paper cup line

  1. Board and printing. PE-coated cupstock is printed and die-cut into sidewall fans, either in-house or by a supplier. Printing presses and die cutters are outside our current catalog.
  2. Forming. The cup former seals the sidewall, punches and knurls the bottom into place and curls the rim.
  3. Double wall. For hot drinks, a sleeve machine adds an insulating outer paper wall.
  4. Lids. Paperboard lids come from a separate lid former, plastic lids from a thermoformer.
  5. Inspection and packing. Cups are counted, bagged in stacks and cased.

Plates and trays follow a shorter path: printed board is pressed in heated moulds on a paper plate machine. Thermoformed containers start from roll stock that is heated, formed, cut and stacked on one thermoforming line.

What to plan for

Hygiene and traceability

Treat the forming room as a food-contact area: separate it from dusty operations, control pests, and keep lot records that link board and resin batches to finished cases. Expect buyers to ask about these points before they list you as a supplier.

Moulds and changeovers

Each cup size, bowl or plate shape needs its own mould set, and changeovers take a skilled technician. Plan your first sizes around confirmed demand, and add moulds before adding machines.

Materials and storage

Board reels and printed fans take warehouse space and should be kept in stable, dry conditions. Thermoforming adds roll stock and skeleton scrap, which should be reground or returned for recycling.

Utilities and staff

Cup and plate formers need 600 V power and compressed air, and thermoformers usually need cooling water as well; the exact utilities for each machine are confirmed in the quote. The key hire is a mechanical technician who can adjust heaters, seals and moulds, since operators mostly load material and pack.

Questions and answers

Can I still make plastic take-out containers in Canada?

Yes, if the material is not on the prohibited list. Foodservice ware made from or containing expanded or extruded polystyrene foam, PVC, carbon black or oxo-degradable plastic is banned under the Single-use Plastics Prohibition Regulations, which remain in force as of 2026; confirm your product with ECCC.

Do food packaging materials need Health Canada approval?

Pre-market submission of packaging materials to Health Canada is voluntary and leads to an advisory opinion on their acceptability. Ask your board and resin suppliers what food-contact documentation they can provide.

What is the first machine for a paper cup business?

Usually one cup former sized for the range your first customers buy, such as 6 to 12 oz coffee cups. Printed, die-cut fans can be bought in at the start, and a sleeve machine or a second former comes later.

Does a packaging plant have to report to the Federal Plastics Registry?
